Could she have been an animal shelter worker? Although, I kind of doubt that animal shelters that have to euthanize cats just throw them in a bag and take them to the dumpster...

I know it's too late for this now, but the best thing to do would have been to call Animal Control immediately and let them handle the disposal of the bodies. That way if they wanted to investigate possible animal cruelty, they could have the cats examined for the cause(s) of death or at the very least document that the woman was trying to dump a bag full of dead cats. I think the OP should still report it whether he knows who she is or not. She couldn't have come very far, and if there's something going on in her home that caused 14 cats to die at once she'll probably be back to that dumpster soon anyway.

Never know, maybe she was planning on taking them to a Chinese restaurant.. Just a nice old lady making a donation.
