I do know that in some places, uniform and proper hygiene is a requirement. Speak with your manager, or boss or something. If I were in your position, I would do that. But yes, having the guts to let your coworker know that s/he should refresh is a must, also!
Why are ppl so easy to judge, he maybe struggling financially and be homeless. Since it's something new different from other weeks on the job. Most likely it's financial issues.

I'm not big into clothes shopping but to make it easy to dress appropriately for many occasions, I buy solid-colored pieces that are easily used for more than one reason. And, when I work at a place that has a dress code (ex - khakis with a black shirt), I clothes that fit and buy duplicates. I once got called into an office because "someone" complained that I didn't change my clothes. I was mortified! And I was pissed that they refused to tell me who did that because I would really like a conversation with that person to set them straight. I explained to the boss why it "looked" like I didn't change my clothes and he apologized profusely. Just told you all that because it's possible that OP's co worker is doing the same thing. Of course, if co worker's hair looks greasy and he/she smells funny, that's a different story altogether
I find it interesting that most of the comments are about how gross he is and how you should report him when the first thing I thought was "Poor guy must not have a place to stay right now." Now it could be either, he could just be the type that doesn't shower but if you can talk to him without embarrassing him try to find out what's going on. He might be in a really bad place right now and if so you could offer him a shower instead of complaining.

Douse him with Febreze and liquid soap. I guarantee he'll get the idea pretty quickly.
Maybe invest in one of those decorative air fresheners and point it in his direction
