Perhaps they cannot afford it, you could always ask why they won't turn it on. If the can't afford it have them talk to the company they go through. Most places have a lower income price and sometimes even free. I pay a little extra each month towards it with the company I use.

Turn the oven on next time- it'll warm a nice little circle up around and u can crack the door for a sec and get a toasty rush...

One alternative is to get off the couch and do something useful. Like run the sweeper or dust the furniture. At least that's what mom used to tell me back when I was a pathetic whiner who lived off my parents. Course, I was in grade school. What's your excuse?
