If it had been a 50 year old man and a 19 year old woman, the boss would be fired by now, and everyone here would be saying FYL. It's still sexual harassment, and there's no excuse for that kind of bullshit. Report her to HR.

damn, OP...that sucks! I was sexually harassed by some older guy at a mall, and he did the same thing to me as your boss did to you, and I was pretty unhappy for the next couple of days (yes, call me dramatic, but it was the first time I was sexually harassed) . But srsly, report it.
