You should respect that decision on his part. He may just want to make sure that your relationship is more than just sex so that when you do get married, you have a strong foundation to build on. There’s nothing wrong with that.
If he's avoiding all sexual activities with you, I'd put money on him trying to hide an STD or something else which can be embarrassing or guilt inducing. Either that or someone or something has made him feel guilty for not waiting until marriage. Your best bet is to talk to him and I hope it's resolved for you :)
