hhhmm.. 1.he isn't obligated to propose. 2.why would you want a ring he won?
He only won a ring, not a marriage. Otherwise you could be glad he did not win a pumpgun instead... Anyway, what would you prefer? Him proposing because he feels it is the right moment or him proposong because he simply feels obligated?
He has every right to sell it, IT'S HIS!
I hope he wants to use the money to buy a ring he thinks will be more to your liking. To all of you who are bashing OP for expecting a marriage proposal - her boyfriend did enter a competition where an engagement ring was a prize. You would probably have made assumptions about his intentions as well.

Maybe he decided to sell it because you just expect him to propose. Not a very attractive trait, especially if he isn't ready.
