Wow... that's really messed up. For your husband to cheat is one thing, but for your sister to go there with him... that's wrong on so many different levels. Kick his ass out, and tell her she needs serious help.

Whoa why does money gotta be involved? Why not support the child and let be a happy child educated for tomorrows world instead of having a dad who can't pay for the child cause his ex wife is shooting up meth in a trailer park?
Why does meth have to be involved? And I'm not saying punish the child I'm saying punish the dad!!!! And besides, the divorced sister will likely take care of it or marry the ex husband, and Besides, the kid's biggest worry is not the money, it's its genes!!! And the people who will 'raise' it!
While I don't agree with taking all of the money from the OP's husband, I do agree that the biggest concern for their child will be the kind of people raising him/her. Both parents sound like they have serious emotional problems, especially the OP's sister. After all, if you don't care about a family member enough not to do this to them you probably have a very skewed sense of familial bonds, loyalty, honesty, love, compassion, and any real sense of right from wrong. While it's not right to take out anger and resentment on a child who had no part in this, except being the effect of two peoples wrong-doing, I think letting the guilty pair have less consequences because of the child will only heighten their sense of entitlement and superiority.
