The problems id say is that you use bleach and things to keep the toilet clean and they wouldn't be the best for the cat to drink!!

You may want to take him to the vet. He could have a kidney issue (cats with kidney issues like the coldness of the toilet water).
Maybe you can get a kids potty training chair and use that as your cat's drink bowl? Let your cat watch your swirl it so your cat can see movement and *hopefully* will drink out of that instead. Good luck!
