Sorry to hear about that, OP. I wouldn't assume that your daughter was texting unless you have proof. Does she still have her permit? When my dad took me driving at first it was horrible. I'd need more details before judging the girl. If it was completely her fault, then punishment is the only choice.
If she had her permit she would have been with someone over 21. The way this FML is written, I assume she has her license and was alone.
