Maybe he really wanted to propose but was too nervous to do it without some liquid courage? Maybe he didn't intend to it but doesn't regret it now? Either way, if you are still together and happy with each other and your family, you can look back and laugh now. I'd say you're much better off than someone who got a beautiful, well-though-out proposal and then the marriage fell through right away.
Well if he didn't really want to get married he would have broken it off before the wedding I assume so look at it that way.
