In most US jurisdictions, 14 is old enough to be charged as an adult with sexual assault for something like that. Methinks your brother will be spending time in prison before too long.

Don't bother with slapping him. If you're going to go physical with the counter-attack, I recommend some mace or a good shot to the nose. You want something that will hurt enough that even if you get in trouble for it, the creep won't DARE try again.

its a bit of a jump since we often are more familiar with siblings than regular people. its definately something i would keep an eye on tho since it isnt exactly normal sibling interaction.
