I'd report him to the police. To some people $200 isn't a lot of money, but to a lot of others, it's a lot of money. If the neighbor doesn't budge, then sue him.

Lending something to a neighbor isnt bad. A month ago i borrowed a spare light, an extension cord, and a surge suppressor to a neighbor at my apartment because her power was out on a friday and noone would work on it until monday. If you borrow out something you cant afford to lose, then it's your fault if they dont return it and something bad happens. Unfortunately in this world you cant expect everyone to return everything and you need to be able to live with the losses.
