Not if the stair well wraps around with a landing between two steps before you get to the next floor. Each set between the landings is often referred to as a separate flight.
you should be grateful that it was only a drill, because you could have been killed by the fire if it were real. :/

That's horrible! I'd have mentioned to your RA that due to your current medical issues, unless it was pure necessity and a real fire, you would not be present for the drill unless they can get you out on the elevator. They should understand and just go over what you should do and where to go in future situations. Hopefully that whole fiasco didn't set your recovery time back much! FYL that really really sucks though!

elevators can be death traps in a real fire, and are reserved for the fire dept to use to fight the fire anyway. your RA/School staff should have been aware of your injury, and made a plan to help you, and any other resident with mobility/health issues to get whatever assistance needed to safely evacuate. try talking to the housing dept, or, if they are stubborn, contact the FD on the non-emergency line, and ask why the evac plan for the school doesn't address injured or disabled persons. if there is no plan, its a serious shortcoming that needs to be addressed. if they just forgot you, someone needs to get their butt chewed out.
