Dogs appear to be wagging their tails. But there is a subtle difference - wagging when the tail is level or below the backline is happy or alert, above the line if the back is aroused or aggressive. Most people don't notice and think it is all the same. Dogs give plenty of warning before they bite (unless it has been punished out of them to warn) but many people just can't read the body language.

Exactly, it's worded in a way that makes it seem like he was upset OP offered him new ones. In restaurants your food is handled quite a bit before you get to eat it, but it's their job....Sooo...?

That's like the time when I was checking out a mans groceries and he told me not to touch his food, because it was "dirty and gross". I just looked at him, told him "sorry sir, I have to. Its part of my job", and kept ringing his groceries up. I'm a cashier, I have to touch the food in order for people to pay for the items. I couldn't believe that he would even tell me that. It makes no sense at all. But I feel your pain OP. Some people just look for anything to complain about.
I believe that's what that roll of bags is for, to put your food in so the cashier doesn't...also did he put it on the counter/conveyer? If so that's way worse than you touching it.
It gets put on the belt, and then I ring it up and then the bagger puts them away and into the cart. We only allow customers to bag their own food, if they tell us they want to. Otherwise we do it for them. So I have to touch the food either way. And well I don't see why he was having a fit for himself, when the food is put away in packages, and the vegetables and fruit are in bags (unless the people don't decide to put them in bags, then I have no choice but to touch them with my bare hands) So he has no choice whether I touch his food or not. It's just another person complaining for the fun of it

one time I actually saw a customer put a roach into their fries to get a refund. I was like "seriously?" but "the customer is always right" so we had to refund the fries and wash and sanitize everything during lunch hour.
"The customer is always right" is one of the most ridiculous and outdated statements ever. Do stores in the US really still have this? Wow, just wow...
