You don't HAVE to serve someone in that kind of situation. You have the right to refuse service, tell him why, and call the cops. That's really not okay. If your boss tells you that you HAVE to serve a guy in that situation, then you go above him/her.

OP here, I'm very non confrontational so I just pretended nothing happened and refused to look at him. After I handed him his change he noticed and zipped himself up. My boss and I aren't sure if it was an accident because he did look embarrassed when he got zipped up. I don't understand how you can miss that though. It is illegal but all we had for the police was a very grainy video. We didn't know his car, identification, or have a description.

He definitely did it on purpose. How does one go all the way to the gas station (and walk to the register, so most likely feel a breeze) and not notice their dick hanging completely out? Plus the fact that he just "happened" to notice it out, when it seemed like YOU did not notice it, is highly suspicious. He just didn't want to leave without seeing some sort of reaction from you. Seems like he's the type to get off on exposing himself to people in a vulnerable position. FYL OP
