Go to the police - she will be charged and the dog put to sleep as it should be. And sue her for the medical bills.

If you have Homeowners or Renters insurance, call your insurer immediately. A large part of your policy involves handling and defending suits like this. The only catch is that your particular problem may or may not trigger coverage this time around (generally it's for if you hurt some else or break their stuff). It just depends on what you have in your particular policy. But call them ASAP, since part of having coverage is that you're obligated to let your insurer know immediately if you're sued so they can be involved from the start.
I'm a huge dog lover, but here in Australia that dog would be destroyed, it's the owners that would be sued, laws might be different here but we don't have to pay people if we get bitten by their dogs
