Your neighbor will be laughed out of court. If a dog attacks a random person without being provoked, it is the responsibility of the owner. You on the other hand should either sue or countersue for your medical bills. Maybe even report this to authorities, many areas require aggressive dogs to be put down.
Countersue them for your physical injuries.

Either counter-sue - because quite frankly, you deserve it for physical damage to yourself - the dog should have been better controlled. Or report the dog - it will most likely be put down, but if she's got a dog big enough and vicious enough to give someone cause for stitches, and she can't control it, it's probably for the best. After all you could have been a child running past the house, I doubt she'd be suing then.
