try Vaseline or Aquaphor in the tube. will help a lot.
Burt's Bees lip balm is also great, especially the original one. It's a bit expensive, but one tube goes a long way.

Water won’t make a difference lol. Look after your lips properly and find a good quality lip balm to heal them. The temperature may be cold but your lips shouldn’t be cracking and bleeding every day.
Try a lanolin based chapstick. I use one called Australian Gold. I used to have a similar problem but now I don't.
Okay so it looks like you have a lot of suggestions for stuff to try. I have a dry lip condition that has caused me trouble for my whole entire life. My son seems to have the same condition. I have tried many different lip balms. Some of them made the problem worse or only worked as long as they were actively on your lips. Some I had to reapply so often that they might as well have been no good and some of them actually burned my lips. I'm telling you Australian Gold lanolin lip balm works. It's not 100% pure lanolin. It says it has sunflower seed wax and lanolin in it. They won't ship it during hot weather so now is the perfect time to buy it. I use it after I eat and drink and that's as much as I need it. It does make your lips a bit shiny but it's worth it.
