Good girl

Today, no matter how many toys and teddies she has, and no matter how much I punish her, I'm most likely never going to be able to break my 10-week-old puppy's habit of stealing my underwear. She doesn't eat them or even chew on them. She steals them to sleep with. FML

Sew a bed for her using your underwear, and go commando. Problem solved.

My malamute used to eat socks. He wouldn't tear them up and eat them, he'd swallow them whole. Then I would have to pull them out of his ass when they wouldn't pass all of the way through. Be happy she's just sleeping on them.

give her an old shirt you've worn.... or just let her sleep go your bed

My husband doesn't want her to sleep in the bed. Eventually she has to be an outside dog due to how big she will get anyway (though I'm home during the day so she'll be inside then anyway lol)

Why would her size be a problem? I know people who live in small apartments with Leonbergers. The dog isn't supposed to sun around like crazy inside. If there was a problem with her size maybe you should have gotten a smaller breed?

I currently have 3 German Shepherds and 2 cocker spaniels who live in my (relatively small) house- size should not be a problem if the dog is well trained.

Keep them in a drawer or high up where she can't reach them. If she does find them, don't scold her unless you catch her in the act of actually taking them. Dogs can't make connections between punishment or scolding for things that happened in the past, even by just a few minutes. When you yell at a dog, they think they're being yelled at for whatever they're doing at that very moment, which can be confusing when they aren't doing anything. If you want to try training the behavior out of her, one way to do it would be to leave a pair on the ground and put her on a leash and walk her by them. When she shows the slightest bit of interest in them, give her a firm "no" or other sound of disapproval and gently pull her away to break her focus on the underwear. Repeat, and she'll learn to just walk by. Do this a bit for a few days and she'll get the hang of it. Then do the same thing without the leash just wandering around the house. It'll take some patience, but she will learn to leave them alone. You just need to make it really clear, through repetition, what isn't appropriate. A little patience is all you need :)

She is only 10 weeks old, this can't have been happening that long. Anyone who has had a puppy has gone through this or something similar(my self included). It won't last that long.

She just likes your scent, it's normal. Maybe give her an old Tshirt to sleep with instead?

You have a puppy that is comforted by your scent. buy a new blanket, sleep with it one or two nights then give it to her.
