its not really a 911 call - unless he's ridiculously drunk. better call local police instead.
to all you asshats saying OP deserved it, in many areas of California there are signs that read "Report Drunk Drivers. Call 911."
I was following a drunk driver one morning on my way to work. It was 3:30AM so the road was empty except for me and him. At first he was just barely swerving. I was thinking of just speeding by him and go about my merry way, but I decided to call 911. They asked if I could see his license plate, I said I don't want to get that close but described exactly where on the freeway he was driving. He was doing fine for about 2-3 mins, just swerving a little bit. Then it happened, he thought he was too close to the barrier on one side and over corrected. He shot across 5 lanes of freeway and smashed into the barrier on the other side. Luckily, because I had called the police they were on the scene within 1-2 mins. A drunk driver is not "safe". You are not being "nosy". They could look like they are driving fine, and then in next instant cause a fatal accident. It's important to call if you think someone is drunk, and it was rude of that operator to take it so lightly.

In some countries other than America. It is somewhat against the law to have a phone to your ear.

They are required to tell you to not follow them, but there is no law stating it. You can do it and not get in trouble, but they have to tell uh to not follow them.
