I think the operator probably handled it badly and it is really good you reported the driver but I think it is dangerous to drive and phone - illegal in the UK. If you could, you should have pulled over. But I understand you felt you couldn't do that and felt you needed to follow the driver.

What a shame. You try do good things in life and get treated like that. All operator had to ask is for license number. For all you know person could be having medical problem. But instead yelling for no reason.
You're supposed to pull over and get the plate number, then call 911 and give them the plate number and the direction/street they were driving. I agree with the operator, although they could have been more polite. It is dangerous to follow someone like that.
it's perfectly legal to drive talking on the phone.
In Wisconsin, as long as you're 18 and off your temps, you can make phone calls. They CAN pull you over if they feel it's distracting, though. They same goes for listening to music through earbuds.
