just out of curiosity, what would OP have done if there was a baby in there? taken it out? ok, what about when the parents come back and find their baby missing? where OP's heart was in the right place, in today's society if you go around looking into people's cars they's generally assume the worst that OP is a car thief. its a shame but true
Um...call the police? And if you really think it's in danger, break the window open. But mostly call the police. And even if you take it out you don't just walk off with the baby...you'd try and resuscitate it and stay where you are whilst waiting for the parents and/or police. Is that really not obvious?

It you SEE a baby in a car, call the police. Do not actively go in search of it. You are not a super hero, just annoying. I've read that people trapped in a fire can die; I do not go around looking for fires I can rescue people from. There are people who actually do that for a living. They are called "professionals".
