I really can't figure out why you'd want to move from Canada to the US... Every Canadian I've met thinks Americans are dumb as ****. I hear about it ALL the time when I go over to BC to be with my fiance. And I'm an American.
Don't worry. You'd hate it here anyway
Sorry but YDI. It's your responsibility to hold on to the stuff you need with you. Unless it was separated from everything and clearly marked as DO NOT PACK, no mover could have known that was not to be packed. I have moved overseas and back a few times now and that's rule#1!
As someone who has dealt with movers: They don't always pay attention to that by the end of the day. They get so focused on moving that even tape with DO NOT PACK in the door way didn't divert them.
My father was in the army, and when we lived in Germany, movers were hired to pack outer stuff up. They would pack EVERYTHING, including our passports and my father's transfer papers to a plate with an apple core on it.
YDI for trying to move to 'MURICA from Canada......WHY!?!?!?!?
why the fk you going from canada to the states??? something wrong with you

Just explain to your significant other that they must go on their own, unpack and arrange all your stuff, finding your passport in the process and send it back so you can join them after all the unpacking is done. Good plan by the way. The "without my knowledge" part gives it a realistic spin.
Speaking for Canada, I guess we can keep you for a little while longer.
