I don't see anything wrong. Maybe he was just a random helpful guy. There are plenty of times when I have been mistaken for an employee while I'm shopping. If I can help, I usually do instead of telling them I don't work there. Obviously he didn't do anything perverted to tip you off as a foot fetish perv, so just be glad that you got the shoes you wanted.
At least he wasn't creepy, did you give him a tip for great service?
