You got the shoes you wanted, and you never really twigged to the fact that you were being perved on, so I guess you're lucky. Although really, there is the sense of violation you experienced when you found out about it afterwards, so FYL. I have to say, as someone who *has* a bunch of fetishes, including a foot fetish, that what he did was extremely bad behavior. You should *never* involve nonconsenting others in your fetish, BDSM play, or whatever. At best, it weirds people out and it gives the rest of us fetishists, the overwhelming majority of whom respect other peoples' space and play only with those who have given consent, a bad name. At worst, it can amount to assault or rape.

Fetishists have the responsibility to not hurt others. They don't, and shouldn't, have any responsibility to make other people feel warm and fuzzy inside by submitting to those people's biases. In this case, the OP got shoes, and the random guy got feet. The only problem with the guy's behavior is that he pretended to be an employee, although that could just be the OP's assumption. Otherwise, I don't see any difference between helping someone find shoes out of generosity, or helping them because of a foot fetish. If the customer doesn't like people with foot fetishes, that's her problem, and this "problem" is about as trivial as #firstworldproblems.
Reminds me of a few months ago. I had put some heels of mine for sale on the Internet and someone wanted pictures of my feet in the heels so they could see what they looked like at my toes. After I'd send those he answered "I'll admit it, I have a foot fetish." No one else has been interested so I still haven't sold them :-(
