What kind of dog was it?
No one is saying she shouldn't have watched her kids. To me it depends on if she agreed to watch the dog or decided to take all of them to the park. Don't accept responsibility if you can't handle it. That said, op shouldn't expect her to watch the dog IF that's what happened. Either way, I really hope the dog is found safe.
Maybe I m being mean but I have a feeling that the responsibility was somehow forced on the sister who has other things to do, obviously.
If that's what happened then yeah, not her fault at all. It's hard to make a right judgement without knowing how she ended up watching the dog, though either way I say f the dogs life.
The dog probably wasn't right next to her. I don't know if you've taken preschoolers to the park, but some of them can't push themselves on the swings or they need some reassurance to go down the big slide alone. She probably got up to tend to one of her children and then someone grabbed the dog, if it didn't just get loose. As much as I'd love to plop down on a bench and dog sit at the park, with four+ kids in tow (daycare, only one's mine), that's not an option. You're constantly helping someone one or 'watching this!'
we don't know if the sister was keeping an eye on her children and on the dog at the same time. Maybe OP brings up this fact to show that usually he can rely on his sister.
She can successfully manage three kids of that age range out in public? Supermom! We need more moms like her. I sure couldn't do that. Sorry about your pup though. Hope you find it soon and in good health!

Sorry about your dog, but if she was watching 3 preschoolers in a public park, I don't think she should have been tasked with watching your dog too. That's just too much.
