After he said "work is it's own reward", you should have told him he is getting ready to share the wealth. Then you should have shoveled the snow back, and then took a crap right in front of his front door, just for good measure. Then you could have taped a note on his front door that read, "being a dishonest person, also has is pluses as well, left something for ya".

If he agreed to pay you before you began shoveling, even if you didn't sign a written agreement, then he is required by law to pay you. There is a concept in contract law called "unjust enrichment," and this fits it to a tee. Granted, it's probably not worth the money to take him to court, but simply threatening him with legal retaliation may be useful.

You're missing something--did he ASK you to do the job, or did you just do it yourself, hoping he'd pay you? If it's the former, then he's an ass. But if it's the latter, sorry, but that's the risk you take. You can't ask people to pay for something they may not have wanted. I personally could not afford to pay someone to do something I could do myself--although had it been me, I would have told you to stop as soon as I realized it, to save you the trouble.
If he owns a car, I'd break one of his car's windows. =/
