Proclaim your island a sovereign nation when the water recedes a little so you maximize your territory. but do it while you're still an island. Then claim that climate change caused the sea around to to evaporate which means your tiny nation's fishing based economy is collapsing. Then ask for foreign aid. No way the US government will turn you down, they give foreign aid to China for Pete's sake.
