i don't know what shelter you go to, but the ones i know, the dogs don't cost $100. jesus.

Generally, you should put any dog you may plan on owning on a leash. Especially one that isn't used to you yet.
The cost associated with adopting animals is what keeps shelters going. They will spay/neuter, vaccinate and microchip the animals before adoption. These things are costly and not covered by the funds they get through donations. Best thing you can do is crate a newd og. That way you can transport him without worrying about accidents like this. Also the crate will become a safe place for the dog in the future, think of it as his den.
I like how you're more concerned about the $ than about the fact your pet escaped and could get stolen, run over, abused, or euthanised by a pound. And #34, fees to adopt unwanted animals exist for a very good reason. They discourage people getting animals on a whim without any thought or preparation (obviously didn't work out in this situation) and contribute towards the shelter's running costs. A rescue centre doesn't have a magical refilling wallet, they rely on donations and adoption fees to pay for water, electricity, gas, standard food, specialist diets, vet fees, wages for staff, veterinary meds, handling equipment, cages, bedding, kennels, hazardous waste disposal, office equipment, transport costs for homechecks... you know. Stuff that costs money.
Um, I'm with everyone else, use a leash... You may have wanted to walk him before the car ride and, if he isn't use to the car, you might want to try transporting him in a crate - assuming you find him - until he gets used to the it.
