I agree with #3. It is usually a bit tricky but you should put the leash in while you're still in the car. Leave the car, open the back doors and stand in front of the door and grab the leash asap... ;)
It's called a leash, smart one.
Many shelter dogs have been dumped, think about it the last car ride he got he ended up in the shelter, or along side the road. Shelters are stress full, being homeless is stressful. We had a dog dumped by our house that must have been dumped, and beaten as he was terrified to the point he would wet the car in it while crying (he had to go to the vet) and hated cars to the point he would attack their tires. Hope you find him.

Awww!! You should really have put it on a leash, shelter dogs can be crazy at first lol. Are you positive you'll never be able to find him? :(
