I have family members like that too. They seem tot think that, because THEY would not be happy with x dogs, that no one else can be either. My family did not understand why we bought our third dog. We're down to two now since our oldest died last summer, but we bought the third dog because the older guy was starting to reach an age where he was slowing down and was becoming happier and happier to stay at home while we went out and did the high energy stuff. By the time the pup was old enough to fully participate without damaging his growing joints, the old guy was ready to "retire" to the sidelines without complaint. However, other people still saw it as us hoarding dogs.The timing isn't right right now, but we would have three, four, five dogs. We loved having so many. As long as you can provide the care and give them the time they need, only you can say how many dogs is the right number for you. I have a friend with around 14 dogs. Some are LGDs (Livestock Guardian Dogs) who live with the sheep, another is a herder, some are ratters, and some have no other purpose than to be house pets. There are a lot of dogs, but if I ever have to come back as a dog, I would be thrilled to be one of hers because of how well they are cared for and how much they are loved. On the other hand, one dog is enough for my mom.
Unless your mother have to take care of them when you're away for work/leisure, she doesn't have anything to say.

Its your house and its your choice on who or what you bring home. Unless your renting the house from her or its in her name and not yours. She could be worried about the animals replacing possible grandchildren in the future. Either way your a responsible adult and i bet the other dog is happy to have some company.
The only way I can possibly see your mother being correct is if she's feels you are already neglecting your first dog (In which case YDI and a whole lot more). But if that isn't the case, it's none of her business.
