What a bitter asshole.
File a lawsuit for slander and defamation of character. also would obviously explain the situation to the people at the other job and offer to take a drug test. I've had a similar hostile work environments. my now current employers were very understanding when I told them I quit outright 2 weeks after I got a raise.

If he is telling a lie, not only can he be removed from his managerial position, but if the other work place chose not to hire you from what he has said, you could file unemployment and sue him for a year salary of what you would've made working there. 94.2% of managers that are sued from this loose and have to pay you.
That's illegal...
It's not legal to tell someone why an employee was fired. They're only allowed to ask if you're eligible for rehire.
