Lol, of course he does, but there's a nicer way to say it. He was saying this to OP's friend in a public setting, so it was obvious his words had a big chance of getting back to her. Rejecting people is fine, but if you act like an asshole while doing it, don't be surprised when people think you're an ass.

Of course people are allowed to have opinions. But isn't it obvious that a hurtful opinion like that shouldn't be voiced? Especially when it's so likely that it'll get back to OP. There are probably guys who I personally would find repulsively unattractive but I would never voice that opinion.
