The way I interpret this is that the son is not his but hers, if that's the case then he has no obligation to even call in the first place. But if it is his son then yes, he is a bad father.
I am in no way trying to make excuses, but maybe the ex is just very immature and this is the only way he knows to communicate with his son. Idk but its still an awfully selfish and deadbeat thing to do.
Think about this way. At least ex is still staying in touch with his kid and maybe your kid gets a confidents boost by getting to help his dad
