"only if you give me a kiss first" that's not blackmailing someone into kissing you, that's just a cute, harmless encounter that has the potential to be taken the wrong way if read incorrectly.

He is probably interested in her and maybe has no idea that she isn't. Chances are that he is telling her that in a joking manner and hinting that he wants to go farther than a hook up. If she isn't interested, she should be upfront and honest and ask for her stuff back anyway. If he doesn't, then she can report it to the police. She has evidence that he has it and his contact info. Really not that big of a deal.
