Not really. If you learn to drive and practice and test in a Ford Fiesta you're skilled enough to pass a basic road test in a Ford Fiesta. Which drives and handles completely differently than a Lotus with a supercharger or a RWD muscle car from the 60's. Not all cars are the same and as a fresh driver he may not have the skills or experience to realize he doesn't have the skills or experience to handle a powerful car.
