Well, he obviously did it to get back at her. Why else would he have messaged her about it? If the OP's sister and ex were in a serious relationship, the mature thing to do would be to tell the OP that they are together... not *******. I honestly doubt he apologized for ******* her sister the previous night out of guilt. That's getting back at her for the break up, or just to be an asshole.
It was unnecessary for him to send that message, but you shouldn't let it upset you. Your sister and someone who you are not in a relationship with both have the right and freedom to have sex with whomever they choose. The idea that once you date a person, you somehow have partial ownership over them forever is simply ridiculous. As long as he isn't purposely doing something hurtful to your sister, there's no real issue.
