Weeaboo is an annoying anime fan that usually is disrespectful or annoying and basically idolizes anything Japanese. Usually ignores the culture other than anime, though.
Sugoi means amazing and Baka means idiot. However in Japan weaboo actually means someone who is extremely obsessed with something and generally stays in and is antisocial. Like a hermit.
No, Sumimasen means "Excuse me". Shazai shimasu means "I apologize".
Sumimasen can be both, but just be safe and go with gomennasai
