Yes, it is against the law. Those penny machines are really in a grey area... law enforcement has chosen not to strictly enforce the law and allowed those machines to exist, but a strict interpretation of the law would make them illegal. This is also why its illegal to write on a dollar bill, hence why the treasury got a little pissed at the wheresgeorge.com experiment. I think this is a fantastic idea though... gluing quarters to the street. Having your fantastic idea destroyed by an overzealous beat cop sure sounds like a FYL to me. Maybe I'll have better luck when I try it :-P

loll. i've seen people superglue coins in town onto poles and stuff on a TV program before. then neds spend hours trying to picking a £1 coin off to no avail ;0 its amusing x]
