no. there are various levels of commitment. seeing each other could just be a casual relationship, in which case some people have multiple partners. sounds like OP was expecting exclusivity but they hadn't talked about it. And before you call her a hoar, guys do this all the time and no one bats an eye.

Were you guys officially exclusive? Personally, I can't date more than one person at a time, but I've dated people where we didn't specify that we were exclusive and I found out later that they were hooking up with multiple people while dating me, regardless of how close we were and how all our friends thought we were exclusive. It hurt like a bitch to find out, but unfortunately I feel like a lot of people in today's society think that's acceptable if it's not specified

It's better to at least make hints that there is no exclusivity in the beginning of dating, while relationship will come later with more monogamous commitment.
