Like it's already been said: Hooking up doesn't necessarily mean having sex. I can understand why people assume it's sex, but.. Why DO they assume it's sex?
Because its early meaning was "to have sex"/"engage in sexual behavior". We still use it that way: "Jeannie and I totally hooked up at that party". It has currently degenerated into meaning anything between conversation and sex, but the early connotation still sticks around as a primary definition.
