Wow, just wow! I would hope that other diners would have told her something as well. Hey I'm about to sit down and enjoy my meal, oh wait next patron is exposing her kid to the entire restaurant! I work in retail and there is no shortage of self-righteous mothers who think their children are tiny gifts to be treasured by all. What a bitch and I'm sorry you had to deal with that OP.
Hand it directly back saying "I'm sorry ma'am, but that's a biohazard and I'm not required to touch it. Please remove yourself from our restaurant immediately as you're violating health codes". The woman is clearly lacking in common sense.
As a nurse, dirty diapers are in my job description, and not all of them are worn by infants. As a server, (yes I have been a server also) I have seen nastier things than I've ever had to deal with at the hospital. Some people should be certified before they are allowed to breed. She probably didn't tip either.

Um, no, you go somewhere that there IS a changing table and take care of it there. Or your car perhaps? Most restaurants have places available to change babies. It's completely unsanitary to do it on a table where people are supposed to eat!
There's always the bathroom, the parking lot, or any other surface that people don't generally eat off of...
That is NOT what you have to do, 99.9% of restaurants have changing beds for babies/toddlers. Don't try to justify this parents disgusting and disrespectful behavior. If this is that insignificant 1% restaurant that didn't have one she should of changed the kid in the parking lot. Not change the thing in the middle of the restaurant where people are trying to eat and toss the diaper in OP's face and expect her to take care of it like it's her child. That's not what she is getting paid to do.
Changing tables didn't always exist and as a parent, these days if you have your child with you and still in diapers, you tend to have a diaper bag, and therefore should have certain essentials on hand. Silly me thinking it was common sense to carry a changing pad, receiving blanket and small trash bags for diapers and dirty linens along with clean diapers and diaper wipes! There is never an excuse to change your child in the dining room or food preparation area of an eatery short of everyone is being forced to stay in the dining room because some psychos with guns are robbing the place and taking their time doing it! As long as floors, countertops, flat top boulders, vehicles and laps exist, there is ZERO excuse. Please don't procreate until you get your head on straight.
