My brother plays trombone. There are many instruments that would be far worse for your neighbour to learn.

Take up an instrument yourself. Or turn up your music as loudly as is legally permissible. He's within his rights (so long as he is allowed that), but there's no reason he has to be the only one that makes noise. Now could you do us a favor and leave some room for people who actually have FMLs?
