I'm kinda surprised at 15 why he doesn't see this is an issue. That person is going to be family, he should at least be aware this really isn't appropriate also, at 15 why would he not want someone his age. He's high school age.

And what if the parents don't end up getting married? Or they get divorced don't forget only 50% of marriages work out I'm sure that # is even higher for engagements

I can see where the age & future step sister might be a thing of concern, but it could be worse and at least they aren't biologically related or related yet. But still will be awkward. FYL

I'm not a mom, but my advice would be to have a family meeting and explain to them what the risks are of this relationship. In my opinion, she is way too young to be dating, but that's just me. I hope it all works out for you.
