"Step" barely makes any difference. Sure, they're not sharing the same genes, but they're still by law, brother and sister. The boy is 15, and he's most likely curious and interested in sex. The girl is not even halfway developed - physically or mentality - to do anything. It's 2014, please don't try to justify their slightly incestuous relationship by saying they're not related.

Actually, it's not illegal. You can marry your step siblings just fine. The only reason you can't marry your real siblings is because incest creates disabled children. Actually, recent research has shown that even first cousins have no more chance at making disabled children than complete strangers do. The only risk is direct siblings.
