I'm wondering why everybody assumes that because she said no, that they are no longer together. its not unheard of for a girl to say no the first time simply because they are not ready.

Well that sucks. Personally speaking I don't like the idea of a proposal with other people watching but everyone is different. She could have all sorts of reasons for saying no at that precise moment. I hope you talk to her and work it out.
