Ask them nicely to move their cars (though if they are that rude I hightly doubt that will work). If it doesn't, callt he cops or a tow truck and have them remove the cars. They are on your properly so it if fully legal for you to do it.

**** that shit! Time to stop being nice and start pulling out all the stops op. I have had a Very similar problem, I tried being nice and asking them to move their car, shut their dog up etc. and it never worked. Hate to be that person but you gotta call the cops every time! If you let them slide once they start to think its ok. When did people stop being normal? Just keep the noise level down, park in your spot, and clean up you shit; is it that hard people? Ok so obviously I hate bad neighbors, I could go on for ever, bottom line op it's your place and you deserve some peace.

This sounds like it should be a f their life. You have a golden opportunity on your hands. Call a tow truck or just prank the hell out of them. A few zip ties can go a long way...
