Oh god we used to have one of those and it nearly gave me seizures from the damned flashing light affect that came on the screen. Those monitors are the absolute worst.

Here's a thing to tell your dad: Those CRT monitors are CRAZY expensive, in terms of energy costs compared to LCDs. A real new one might be a bit of money up front, but it'll save good money in the long run.
Sounds like a bad refresh rate. You may be able to improve it by fiddling with it - when the screen refresh rate is set too slow, your brain picks up on it and it can cause headaches and eyestrain. Setting it faster may fix the issue.
It be a shame if this one suddenly broke.
