Man the **** up and knock on their doors and tell them in a stern, yet calm manner to keep the noise down or you will phone the Police. Seriously, you deserve it for not confronting them.
A shame you guys probably don't have the same language so that you can't go talk to them about it like a civilized human being. Oh wait you do.

Just talk to your neighbors and explain the situation. I agree with other comments, communication is key. Or complain to a landlord or someone about it.
It depends on who the neighbours are, what time it is and the relationship you have with the neighbours but either go round and ask politely if they mind turning the music down (if they argue, explain that it's not your music blasting out. If you don't feel safe going round yourself, call the police non-emergency line and ask them to ask the neighbours to turn it down. I had that problem last term, the night before a weekend training course (which I had to leave really early to get to). When my neighbours (a group of guys who were drunk at the time) were still blasting music out at 3 am, I didn't feel safe going round (I was alone in the house) and so I called the police and explained that I didn't want them to get into trouble but I didn't want to go round alone. The police came, the music turned down and I got to sleep and just about made it on time in the morning!
