Considering that she was the one leaving her mentally challenged kid in the car, I wouldn't take offense.
A lot of parents these days have leashes for their toddlers. I've seen them in public places. The "collar" looks like a 5-point racing seatbelt and the parents get a LOT of funny looks. This lady sounds like a bitch. You could've said, "Oh, sorry... What happened?" As to imply that the child's plight was her fault. Makes no sense, but one dick move deserves another.
